Apni Chat Apna Ghar is an initiative of the Chief Minister of Punjab. In this program, 100,000 affordable houses/apartments will be distributed among eligible residents of Punjab. In other words, this scheme is a loan program to build housing units across the Province.

Apni Chhat Apna Ghar Program” will facilitate low-income segments of society currently residing either in rented buildings or in informal settings to have their own houses.

Under this scheme, 100,000 affordable houses across the province will be delivered within four and a half years with 03 Execution Models.

The Punjab Housing & Town Planning Agency ( PHATA) is executing and is an administrative department for this program.

Apni Chat Apna Ghar Program / Scheme Eligibility Criteria

Only Punjab domicile holders can apply for this scheme. To apply for apni chat apna ghar registration, applicants should meet the following criteria.

  • Applicants should be head of his/her beta ( nucleus) family as per NADRA record.
  • Applicant must be a permanent resident of Punjab as per CNIC record.
  • Applicant is the sole owner and possessor of a parcel of land measuring 5 Marla or less in urban areas and land up to 10 Marla in rural areas anywhere in Punjab, on the date of online application submission, wherein he/she intends to build his/her house.
  • Applicants should not have criminal records such as anti-social activist, anti-state, or any other crime. He should have clean records in his circle police station.
  • Applicants should not be a loan defaulters of any bank or financial institution.
  • The applicant is registered with the National Socio-Economic Registry (NSER) in a household having a PMT score of 60 or less.

Apni Chat Apna Ghar Scheme / Program Apply Online

Before applying online for the apni chat apna ghar scheme, applicants must register through the Citizen Registration Form. Fill out this form carefully and provide all your data accurately. 

It is important to remember that in case of any false information, registration for the ACAG scheme will be canceled and applicants will not be able to apply again.

The main information required in the online form includes the candidate’s name, father’s name, CNIC no, Father / Husband’s CNIC no, gender, email address, Division, district, tehsil, and mobile number. 

Applicants must choose the username and password by themselves and remember for further processing.

PHATA Execution Model for 100,000 Housing Units

These 100,000 affordable housing units across the Province will be delivered in four and half years with 3 Execution Model. 

Execution Model 1 – Tentative 10,000 Housing Units

The goal of Model-1 is to help build housing units or apartments on government land through a partnership between developers and PHATA, where land is shared as equity.

The program focuses on planning and developing infrastructure and housing units/apartments on state land, with a land equity agreement. The developer must build the complete infrastructure, including roads, utilities, and other necessary facilities, following the design and guidelines provided by PHATA.

PHATA will give a basic land use plan for the selected sites, which will be open for competitive bidding. Developers can request approval for changes to the plan according to the rules.

A consultant firm hired by PHATA will provide the structural and related drawings for the infrastructure and housing units/apartments. The chosen developer must follow the design standards, materials, and construction guidelines at every step and location.

Developers are fully responsible for the cost of developing the infrastructure and building the housing units, in exchange for the state land. PHATA will transfer a certain percentage of the state land to the developer/contractor at different stages of the infrastructure development and housing construction, based on the agreed timelines.

The government will not offer any share or subsidy for the development of infrastructure or construction on the state land. The price and payment plan for each housing unit/apartment will be decided by the government.

The layout plan for the state land given to the developer/contractor will be approved by PHATA’s Governing Body, following the land use plan and PHATA’s building rules. PHATA will also develop the main infrastructure for each site using funds allocated by the Government.

Execution Model 2- Tentative 20,000 Housing Units

This model is focused on building low-cost houses in at least 20% of the residential area in private housing schemes approved by PHATA under the Affordable Private Housing Scheme (APHS) Rules 2020.

Key points of this model include:

  • The model ensures that at least 20% of the residential area in each private housing scheme is dedicated to affordable housing for low-income individuals and families.
  • Developers will receive approvals for their Private Housing Schemes according to the APHS Rules 2020.
  • The Government of Punjab will simplify the approval process by using a one-window system, making sure that NOCs from each department are granted within the set timelines.
  • The developer will build affordable houses with the size, design, and price decided by PHATA. The allottee (the person buying the house) will make a down payment, as fixed by PHATA, to the developer through an Escrow account, which will be managed jointly by the developer and PHATA.
  • Once the allottee has paid the down payment and received a government subsidy of 1.00 million, the developer will hand over the constructed units to the allottee.
  • The remaining amount will be paid by the allottee to the developer in monthly installments over five years or as decided by PHATA.
  • After all installments are paid, the developer will issue an allotment letter to the allottee.
  • PHATA will supervise and monitor the construction of the houses/units.
  • Payments from the Escrow account to the developer will be made once agreed milestones are achieved.

Execution Model 3 – Tentative 70,000 Interest-free Loans

In this model, interest-free loans will be offered for house construction. A special Revolving Fund will be set up to provide these loans to eligible people under the following conditions:

  • The applicant must be a resident of Punjab with a residential plot of up to 5 marlas in urban areas or up to 10 marlas in rural areas. They can apply for the interest-free loan through the ACAG website www.acag.punjab.gov.pk
  • The maximum loan amount will be 1.5 million.
  • The loan will be repayable over 7 years in easy monthly installments.
  • The loan amount will be given to beneficiaries in stages (tranches).
  • The Revolving Fund will keep running as beneficiaries repay their installments.
  • The Government of Punjab will also cover operational costs and sales tax.

District Wise Distribution of Housing Units in Punjab
